Most mods are simple stat changes, only editing one, or two entries in one of the large stats files. Other mods could be put there, but the big problem is the "repolace Vanilla files completely" thing. This works well for textures, that are intended to repolace Vanilla files completely, and because it's in public shared, it's applied to all players in multiplayer, and doesn't affect achievements either being a mere visual change not gameplay. They do this by putting the mod into the Public/Shared Folder.
